PURPOSE:To eliminate a block distortion at a high speed without causing a fog in a picture by means of a simple circuit. CONSTITUTION:An orthogonal transformation circuit 14 applies orthogonal transformation to an output of a distortion elimination circuit 13 to obtain an orthogonal transformation coefficient. A clipping circuit 15 obtains a change in the orthogonal transformation coefficient being an input to an inverse orthogonal transformation transformation circuit 12 and corrects the orthogonal transformation coefficient from the orthogonal transformation circuit 14 so that the change is less than a maximum value in which a quantization error of each coefficient is taken when the change and the maximum value taken by a quantization error of the coefficient are compared and the change is larger than the maximum value taken by the quantization error of each coefficient. An inverse orthogonal transformation circuit 16 applies inverse orthogonal transformation to the corrected orthogonal transformation coefficient to obtain a decoded reproduction signal. |
