PURPOSE:To preferentially output one optical packet signal, in the case a collision of the optical packet signal is generated. CONSTITUTION:Optical packet signals A-D from optical waveguides 1700-1703 are made incident on optical gates 1720-1727. Only the optical gate in which an electric pulse applied to the optical gates 1720-1723 and an optical packet signal header part coincide first becomes a passing state and only one optical packet signal is outputted from an optical waveguide 1704 through an optical confluence device 1730. In the same way, only the optical gate in which an electric pulse applied to the optical gates 1724-1727 and the optical packet signal header part coincide first becomes a passing state and only one optical packet signal is outputted from an optical waveguide 1705 through an optical confluence device 1731.
