PURPOSE:To improve the compression efficiently of a picture by increasing a detection efficiency of a motion vector with respect to a video telephone set or a video conference device. CONSTITUTION:A difference between an encoded picture signal (41) inputted to a motion vector detector (12) and a reproduced picture signal (43) are subject to DCT (201), and the absolute sum (203,102,103) of DCT coefficients (202) is taken and a motion vector is detected from a reproduced picture signal to minimize the absolute sum. Since a strong correlation exists the absolute sum of the DCT coefficients and an encoded bit number, the encoded bit number is minimized by obtaining a motion vector minimizing the absolute sum of the DCT coefficients to compress the picture efficiently. |
