PURPOSE:To select an optimum standby line by discriminating a disturbance reception state based on the monitor result of a connection request from a monitor transmission station and informing the changeover of an incoming control private line to an outgoing line of each mobile station. CONSTITUTION:A transmission reception section 92 of a monitor transmission station 9 sends a connection request signal to each base station 2 for a prescribed period through a control exclusive incoming line by a request of a control section 91. A transmission reception section 22a of a base station 2 receives the signal and a reception disturbance monitor section 25 monitors the result. A control section 21 of the base station 2 based on the result of monitor of a monitor section 25 discriminates a fault of the transmission reception section 22a, then the control section 21 selects a transmission reception section 22c and sets the frequency to a frequency for the control exclusive line. When the disturbance is discriminated, one of standby lines is selected and the changeover from the control exclusive line into the standby line is informed. Simultaneously, the frequency of the transmission reception section 22b is set to the frequency of the selected standby line and a notice signal is sent through it.
