CONSTITUTION:In a radio communication system including plural radio base stations, a radio controller controlling the radio base stations, and plural mobile stations performing the communication through the radio base station and radio lines and conducting the position registration in the area of any radio base station based on the position registration signal to be transmitted from the mobile station to the radio base station by the prescribed time, a reception electric field intensity detection means provided on each radio base station and detecting the reception electric field intensity by a position registration signal, a decision means deciding whether or not the electric field intensity detected by a reception electric field intensity detection means exceeds the prescribed threshold value, a storage means storing the priority order data adjusting the contention of the registration against plural base stations, and a registration control means deciding the base station to be registered based on the priority order data in the storage means when the electric field intensity based on the position registration signal transmitted from the mobile station 1 in the decision means exceeds the threshold value in plural base stations is decided, are provided.
