PURPOSE:To permit the quantity of a transmitted picture to be satisfactory in picture transmission where a frame skip is executed. CONSTITUTION:An MS calculation part 610 which calculates a usage possible bit number MS when the number of the skip is an minimum (Smin), an MT calculation part 620 which calculates the usage possible bit number MT when the number of the skip is ST, a subtracting means 630 which obtains the difference of them, an RB calculation part 650 which calculates correcting storage buffer quantity RB from the output and the number of microblock MN, an RB-IDX calculation part 660 which converts RB into an index and a QS calculation part 670 which decides a quantization step size from RB-IDX are provided. Thus, the quantity of the transmission picture is improved by controlling the quantization step size to become as small as possible in an allowable range.
