<p>PURPOSE:To control a water treatment with high reliability by the control program suited to the characteristic of present sludge. CONSTITUTION:The fresh control program is developed by a control program developing means 20. The past actual water quality data is substd. with the control program after a change by a simulation input means 23 and the water quality data with lapse of time is determined by the simulation with a simulation means 22. The water quality data by the result of the simulation and the present water quality data are displayed and compared by a time series data display means 19.
