PURPOSE:To make the information quantity generated per one pattern constant and to optimize the picture quality. CONSTITUTION:A bit rate prediction device 10 predicts an information generation rate after coding by a picture data before quantization. An objective bit rate setting circuit 11 sets an object information generating ratio based on the prediction information generating rate. A quantization table control circuit 12 compared the object information generating ratio with the actual information generating ratio after the coding to revise a quantization table 9.
