<p>PURPOSE:To improve a defect that detection reflecting the movement of a moving body near the center of a window is not always executed when there are plural subjects having different movements in the window which is set in a method detecting moving information from a moving picture such as a television picture by means of weighting information near the center of the window. CONSTITUTION:The moving picture obtained in an image pickup device 1 is made discrete by an A/D converter 2 and is held in frame memories 3 and 4. A total calculation device 6 calculates the sum of difference values in the picture, which is calculated by a picture difference device, and which is weighted near the center of the window, and a moving vector calculation device 7 calculates a moving vector by using the information.</p> |
