A distribution code generator (29) generates a key distribution code (YA) by applying a second predetermined transformation on transmission public information (XA) and a third constant ( alpha ) on the basis of the first constant, first secret information (rA), and the random number. The second subsystem comprises a second cipher key generator (35) for generating a second cipher key (KB) by applying a third predetermined transformation on the key distribution code and the transmission identification information on the basis of the first and the second constants and second secret information (rB).
