A hydrophobic substance for photographic use is dispersed in water. A first solution is prepared by the hydrophobic substance and a low boiling point organic solvent which is insoluble in water. A second solution is prepared by water and a surfactant being dissolved in said water. The first solution and the second solution is mixed to form a mixture. Thereafter, the mixture is stirred under a reduced pressure condition to evaporare the organic solvent from the mixture, thereby the hydrophobic substance being dispersed in the water can be obtained. <IMAGE>
