PURPOSE:To remove block distortion in prediction encoding and to prevent the occurrence of a discontinuous point in a block boundary point by developing a prediction system in a picture element unit, weighting and averaging respective prediction signals and generating a prediction signal. CONSTITUTION:Multipliers 900-950 multiply a weighting coefficient from a weighting coefficient unit 250 by an inter-interpolation frame prediction signal and adders 300, 320 and 130 execute addition. The signals are weighted and averaged so as to form a local decoding signal. The signal is inputted to predictors 600-620 and the prediction signals are generated. |
