The procedure for obtaining hair treatment agents containing water-soluble cationic polymers and water-soluble anionic polymers in an aqueous or hydroalcoholic base consists in firstly dissolving the cationic polymer and the neutralization base for the anionic polymer in the cosmetic base, and then adding the anionic polymer in acid form and stirring until it is dissolved.
