PURPOSE:To protect a synchronization updating request from being reissued to a party's equipment just after the synchronism updating was carried out on the party's equipment and to simplify the processing by registering information about synchronism for each party's equipment, and discriminating whether or not it is necessary to update the synchronization based on information registered when synchronization updating is executed and whether or not it is necessary to receive the response of the result of synchronization updating. CONSTITUTION:A synchronization discriminating control means 109, when a request for synchronization updating is issued, discriminates whether or not it is necessary to carry out synchronous updating based on information 116 registered in a synchronous information registration area 112, and further, discriminates and controls whether or not it is necessary to receive the result of request for synchronization updating. A confirmation type protocol generating means 110, when a party's equipment treated for data update processing is requested for synchronization updating, generates a confirmation type protocol 117 for indicating a request for returning a result of the requested synchronization updating. A non-confirmation type protocol generating means 111 generates a non-confirmation type protocol 118 for indicating that returning the result of the requested synchronization updating is no necessary.
