The device opens or closes the passage of carburetor and controls suction flow of the mixture to control the output of engine. The device comprises a funnel-shape, double-layered throttle valve (4) fixed at an end of ring (6) and provided in the valve body (5); air-fuel mixture guide (7) moving back and forth at the lower of valve (4); a guide pin (8) fixed at an end of the guide (7); throttle valve lever (15) rotated by a cable of the accelerator and connected with the pin (8) and a ball joint.
