<p>PURPOSE:To prevent a coded picture signal in a block group from being invalid due to a defect of a header of a block group by including attribute information and coded information individually respectively to a coded picture signal of each block. CONSTITUTION:A coded picture signal 40 consists of a picture header 41 and plural block groups of coded picture signals 43 in succession to the header 41. The header 41 includes an identification number or the like of a frame. Attribute information and coded information 44 having been stored in a block group header in a conventional system are stored in a coded picture signal 43 of each of blocks A, B in block groups A, B shown in figure in a coded picture signal by one frame. The information 44 includes coded information indispensable to the spatial arrangement of picture information of each block or decoding of the coded picture signal.</p> |
