PURPOSE: To provide a locking device to effect locking only when a breaker is positioned at an indirect point and a rotation type handle is situated in an opening position. CONSTITUTION: A locking device comprises handles 16 and 116 for controlling the rotation of an electromechanical device; latches 92 and 150 for the handles 16 and 116 engaged by a lock only when the electromechanical device performs preferable operation; and seats 62 and 102 for locking. In this case, it is decided whether latches 20 and 120 are engaged by a lock according to an operation gap between the handles 16 and 116 and a rotational movement control device connected to the handles or an operation gap between a shaft 128 integrally coupled with the handle 116 and a disc 132 to have a profile 134 of a cam and control an enabling device 120.
