A black matrix (2) and a take-out electrode (3) are formed on a glass substrate (1) using a light-blocking electrically conducting film such as of a metal. An insulating film (4) is formed thereon, and a take-out electrode window (5) is formed in the insulating film (4) directly above the take-out electrode (3). Then, an electrode (ITO electrode) (6) for forming a coloring matter layer is formed on the insulating film (4). In this case, the take-out electrode window (5) is filled with an ITO electrode material, and the take-out electrode (3) and the ITO electrode (6) are connected together. An external electrode is connected to the take-out electrode (3), and a current is supplied thereto to form a coloring matter film (8) on the ITO electrode (6).
