PURPOSE: To measure accurate rotating speed by providing first, second demodulating means, and providing variable shift means for generating a variable phase-shifted signal in response to the demodulated signal. CONSTITUTION: A dither phase bias is guided by disposing an optical phase modulator 80 along a waveguide 28. The output of an intrinsic frequency oscillator on a line 84 is supplied to a mixer 98 via a±90 deg. phase shifter 88, an addition connecting point 50, a transimpedance amplifier 52 of a detector and a demodulating amplifier 96. The signal from a variable phase shifter 102 is also supplied to the mixer 98. An integrator 106 integrates the rotating speed signal generated from the mixer 98, and supplies it to a lamp circuit 60. The output of a low frequency oscillator 92 is supplied to a mixer 110 together with the output of the mixer 98. An integrator 112 integrates the output signal of the mixer 110, and the phase of the output of the shifter 102 is regulated by the output of the integrator 112.
