PURPOSE: To provide a better capacity adaptation curve of a wheel circuit. CONSTITUTION: A flow limiting valve assembly 20 is provided on an inlet line to a wheel cylinder 13, and the flow to the wheel cylinder 13 is limited when the wheel cylinder 13 is filled during the pressure rising phase in a normal brake mode (normal mode) or during the pressure rising phase in an anti-lock control mode (control mode).
