PURPOSE:To realize easy, high-security settlement without using cash nor checkes by realizing a settlement system which uses IC cards as media. CONSTITUTION:A 1st and a 2nd data carrier (IC card) 1 and 3 are used and the data transfer terminal device 9 is used to transfer part or the whole of data held on the 1st data carrier 1 to the 2nd data carrier 3. A host computer collates data transferred from the data transfer terminal device 9 with the data on the 2nd data carrier 3 and carries out settlement between the account of the person who owns the 1st data carrier 1 and the account of the person who owns the 2nd data carrier 3.
