PURPOSE: To obtain water-in-oil type emulsion type cosmetic strengthened in action protecting human skin and/or hair from damage due to sunlight. CONSTITUTION: A water-in-silicone oil type emulsion, suitable for topical application to mammalian skin or hair, comprises water, a volatile polydimethylsiloxane, silicone surfactant ingredient comprising and a dimethylpolysiloxane polymer with polyoxyethylene and/or polyoxypropylene side chain having 10,000 to 50,000 molecular weight, a 2-hydroxyalkanoic acid or derivative thereof, ultrafine titanium dioxide and an inorganic electrolyte.
