PURPOSE: To operate a device and to store a foamable liquid without causing the liquid to freeze in the device even in a cold environment by recirculating the foamable liquid from a tank to the tank by a recirculation pump. CONSTITUTION: A foamable liquid fed from a tank 2 by a pump 12 is mixed with compressed air in a foam block 16 to generate a foam product. A three- way valve 32 provided in a line leading to the foam block 16 from the pump 12 is provided with a first position for feeding the foamable liquid to the foam block 16 from the pump 12 and a second position for recirculating the foamable liquid to the tank 2 from the pump 12. A line is provided parallel to the line leading from the tank 2 to the pump 12 and a recirculation pump 10 is provided in the line. The reciculation pump 10 is started by stopping the pump 12 and switching the three-way valve 32 to the second position to recirculate the foamable liquid from the tank 2 back to the tank 2 by the recirculation pump 10 through the pump 12.
