PURPOSE:To prevent a transfer delay, and to reduce a communication cost by transmitting a short packet after converting it into a long packet. CONSTITUTION:This device is equipped with an extension ISDN basic interface part (BRI) 43 which receives the short packet transmitted from a terminal, packet handle module (PHMB) 44 which converts the short packet into the long packet, and trunk line primary group interface part (PRT) 41 which transmits the converted long packet to a network. Therefore, the short packet transmitted from the terminal is received by the BRI 43, transmitted to the PHMB 44, converted into the long packet by this PHMB 44, and then transmitted to the network by the PRT 41.
