PURPOSE:To allocate a dynamic channel with less occurrence of interference in the mobile communication system of cellular system. CONSTITUTION:The mobile communication system consists of an exchange station 200, a base station 201, and a mobile station 202, the mobile station 202 during talking measures periodically a reception level of a connected base station and a peripheral base station and reports the level to the exchange station 200 via the connecting base station. A reception level ratio between the connecting base station and each peripheral base station is collected from the result of the reception level measurement and whether or not each peripheral base station generates the same channel interference or adjacent channel interference to the connection base station based on the distribution of the reception level ratio is decided and the operating channel of each base station 201 is decided based on the result of decision.
