The device for making the wire of good quality such as electric wire or tubes, detects the weight of cable and controls pay-off velocity on pay-off or take-up of cable. The device comprises two wires (13)(13') hung at both sides of guide plate (10) having a through hole (11) for passing cable (20); shield plates (15)(15') linked with upper pulleys (14)(14') via wires; support frames (33)(33'), (34)(34') provided with light emitting sections (31)(31'), light receiving sections (32)(32') arranged in a line at the both sides of the plates (15)(15'); lubricated ring (12) provided on inner surface of the hole (11) in the plate (10).
