PURPOSE:To prevent a battery from being applied with an excessive load on start or restart. CONSTITUTION:HID lamps 21 and 22 in pair are used for the left and right headlights. The HID lamps 21 and 22 are put ON by the lighting circuits 31 and 33 which receive electric power from the battery 1 of a vehicle. When the voltage of the battery 1 is lower than a prescribed voltage, a delay operation circuit 6 closes a switch S2 in delaying for a certain time, and the starting time point of the HID lamp 22 is delayed.
