PURPOSE:To obtain the image data restoring device Which suppresses an increase of a circuit scale and facilitate efficient hierarchy restoration. CONSTITUTION:The divided code data formed by dividing one block to plural hierarchies are inputted to a decoding means 12. The divided code data are decoded by the decoding means 12 to quantization DCT coeffts. The decoded quantization DCT coeffts. reverse quantized generate the DCT coeffts. in a reverse quantization means 16. The DCT coeffts. are subjected to reverse DCT conversion in a reverse DCT conversion means 20, by which the divided image data are obtd. An adder means 22 determines the accumulated image data till the present hierarchy by adding the accumulated image data up to the previous hierarchy held in an image data holding means 24 and the divided image data in the present hierarchy outputted from the reverse DCT conversion means 20 and holds the data in the image data holding means 24.
