PURPOSE:To shorten the wait time at a terminal by reading data out of a cache memory when there is the data on the cache memory and sending it to the terminal, reading data out of a data base when there is no data, and updating data which are high in frequency. CONSTITUTION:When there is the data on the cache memory 3, the data is read out under the control of a 1st control means 4 at a read request from the terminal 2 and sent to the terminal 2, and the data read frequency is updated. In this case, the memory 3 is shorter in loading time than a magnetic storage device, so the data is read out of the memory 3 to shorten the wait time at the terminal 2. When there is no data on the memory 3, on the other hand, the data is transferred from the data base 1 to the terminal 2 by a 2nd control means 5. When data are updated, an update control means 6 clears the memory 3 and writes the data on the memory 3 from the data base according to the read frequency. The memory 3 is stored with the data which are high in frequency, so the wait time is shortened.
