PERIODIC REFRESH CIRCUIT OF MOVING IMAGE ENCODING DEVICE

PURPOSE:To decrease the quantity of the information to be generated during a refresh period by providing a refresh timing generating circuit which controls the line numbers to be refreshed at every frame to be encoded sequentially from the upper lines to the lower lines on a screen and inputting the refresh signal outputted from the refresh timing generating circuit to an encoding circuit. CONSTITUTION:A line synchronizing signal 13 inputted from a terminal C is inputted to a line counter circuit 110. The counter is cleared by an encoded line synchronizing signal 12 and the value of the counter is increased by the line synchronizing signal 13 in the line counter circuit 110, from which the line number (0 to nXl) 115 is outputted (n is the sequence of refresh processing; lis the number of lines). The frame number 14 and the line number 15 are inputted to the refresh timing generating circuit 111. A refresh start signal 16 is outputted when the value of the frame number 14 attains the number m of the frames of the refresh period in the refresh timing generating circuit 111. A refresh on signal 17 and a motion vector detection off signal 18 are outputted to an inter-frame encoding circuit 50.
