<p>PURPOSE:To gradually decrease the delay time required for encoding and decoding by detecting a cell rejection by comparing receiving cell discriminating information and transmitting cell discriminating information, specifying a position in which a cell is rejected, based on a cell rejection detecting cell and an inspection bit cell, and compensating the rejection. CONSTITUTION:In a transmitting side equipment, transmitting cell discriminating information (CRPs) is generated from (N-q) pieces of data cells, and inserted into (q) pieces of cell rejection detection cells (CLD). In the case information recorded extending from an s1-th bit to an s2-th bit of the data cell of the CRPs is not contained, saving information of each data cell is also inserted into the CLD cell.
