PURPOSE:To prevent a line fault at start-up of the system by using a subordinate layer communication control section to process part of a host layer when power for the host layer control section is interrupted. CONSTITUTION:When a power supply 106 for the host layer control section is interrupted and a subordinate layer communication control section 103 receives a DT packet, an RR packet is returned and a content of the DT packet is checked and in the case other than a power application request text, the text is aborted and in the case of a power application request text, the power supply 106 for host layer is applied and a subordinate layer communication control section 103 stores the text and generates a power supply application start report text and returns it to a host device 101. When a host-layer control section 105 reaches an operation enable state, all the power application request texts stored already in the subordinate layer communication control section 103 are informed to the host layer control section 105.
