PURPOSE:To reduce the sound signal level inferior in S/N and to synthesize plural sound signals by varying and converting the level of the sound signal, based on the physical quantity being proportional to S/N. CONSTITUTION:Sound signals transmitted from radio mobile stations 1-3 are received by radio base stations 4-6, decided as to S/N by an S/N deciding means of receivers 14-16, and outputted as S/N information 7-9 and sound signals 10-12. In such a state, the S/N information 7-9 is converted to the physical quantity such as a voltage, etc., by physical quantity converting means of the receivers 14-16 and outputted in the same way. Level converting means of the radio base stations 4-6 convert a level of the inputted sound signal, based on the S/N information 7-9 converted to the physical quantity, output it as the sound signals 10-12, and a command place 13 receives these sound signals 10-12, synthesizes them as they are and sounds a loudspeaker. In such a way, the sound signal level inferior in S/N is reduced, and plural sound signals can be synthesized.
