PURPOSE:To properly make the distribution of non-zero coefficients after an orthogonal transformation by increasing the scan motion in that direction only, if the scan order is distributed in the vertical and horizontal directions in accordance with the generation distribution of the non-zero coefficients. CONSTITUTION:The picture signals entered into a picture input terminal 1 are orthogonally transformed for every block by an orthogonal transforming unit 2. One of the transformation coefficients, which are the output of the transforming unit 2, is a DC coefficient which shows the average value of the block and the others are AC coefficients indicating the variation manner and both of them are inputted to a quantizer 3. The quantizer 3 quatizes each coefficient at a preset skip width, outputs the results to a scan section 4 and reads into a block memory 5. At this time, the scan order is in line with the generation distribution of the non-zero coefficients and if the distribution is in the direction of vertical/horizontal, the scan movement in the direction of vertical/ horizontal direction only is set to be increased by a scan preset means. Thus, no mismatch occurs between the distribution after the orthogonal transformation and scan groups. |
