A method of forming an electrochromic film comprises contacting a preferably transparent and electrically conducting substrate with an alkaline aqueous solution comprising transition metal ions and a stabiliser. The alkali is preferably ammonium hydroxide. The transition metal ions are preferably nickel. The solution preferably contains 10 to 30% by weight of a non-ionic surface active agent such as polyoxyethylene sorbitan monolaurate as the stabiliser.
