PURPOSE:To improve efficiency of a gas turbine and reduce NOX by forming ambient atmosphere containing reduction gas after burning incompletely fuel supplied to the downstream side of a fluidized bed in a boiler, and supplying combustion gas to the gas turbine after buring completely the reduction gas on the downstream guide thereof. CONSTITUTION:Fine grained coal 59 is supplied to a fluidized bed forming part 11 in a fluidized bed boiler 10 from a fine grained coal feeder 6b. Furthermore, combustion air 52 is supplied to the fluidized bed forming part 11 from an air compressor 25 through a wind box 14. Further, the fine grained coal 59 in the fluidized bed forming part 11 is burnt completely by means of excessive air supply. Meanwhile, coarse grained coal 58 supplied to an empty tower part 13 in the fluidized bed boiler 10 is reacted pyrolytically so as to produce reduction gas. Exhaust gas 57 containing the reduction gas and dust 70 and/or the like is exhausted from the fluidized bed boiler 10, and pure exhaust gas 60 obtained by removing the dust from exhaust gas 57 by means of a dust arrester 17 is introduced into a burner 20 so as to be burnt together with compressed air 50 from the air compressor 25. Afterwards, high temperature exhaust gas 61 is supplied to a gas turbine 22 from the burner 20.
