<p>PURPOSE:To automate violation warning document preparation and shorten the preparation time by recognizing the photographed characters on the license plate of a vehicle by a recognizing means when axle weight violation is detected in the field, and transferring the result to a center and preparing formal violation warning paper. CONSTITUTION:The axle weight of the vehicle is detected by a weight detector 2 and an axle weight detecting means and when a violation decision means 5 decides weight excess, a TV camera 4 picks up the image of the front of the vehicle. The means 5 recognizes the characters on the license plate 1a according to the picked-up image. At this time, the license plate 1a of the vehicle 1 is enlarged and projected on a display device 13. The recognition result of the means 5 is transmitted to the center 11 through a communication means 10 under the control of a control means 7. A photograph taken by a still camera is delivered to a film center affiliated to the center 11. At the same time, the means 7 prepares a temporary violation warning paper by a preparing means 8 in the field according to the recognized license number and the axle weight value measured by the means 3 and passes it to the violating driver.
