The apparatus manufactures the antistatic electrode used for eliminating the static electricity generated from a paper or a film in electronic copying machines, printing machines and sheet film manufacturing apparatuses. The apparatus comprises a rotational shaft (3) driven by a motor (16), a winding drum having a plurality of lateral grooves (4') on its cylindrical surface, a screw (9) transmitted through a contact gear (6), a transmission gear (7) and a driven gear (8) by a driving gear (5), a feeding device (12) moving along the spiral line of the screw (9), a conductive textile bundle (22) drawn from the pressure control member (13) of the feeding device (12), and a cone (21) for winding the conductive textile bundle.
