PURPOSE:To stabilize the number of engine revolutions without using any actuator for adjustment of a sucking air amount and the like, by causing target output recognized by an output recognizing means to be realized under conditions wherein an air excess region judging means judges on an air excess region. CONSTITUTION:There are provided an air excess region judging means 31 for judging whether or not an amount of inlet air into a combustion chamber 22, an output recognizing means 32 for recognizing a target output of an engine, and an engine control parameter calculation means 33 for adjusting fuel-injection and/or ignition-control parameters so as to realize the target output recognized by the means 32 under the conditions wherein the judging means 31 judges on the air excess region. Accordingly, in order to reduce the fuel consumption and improve the purification of exhaust gas, a proper amount of air-fuel mixture is made to exist around an ignition plug while sucking a sufficient excessive amount of air into a combustion chamber. This enables stabilization of the number of engine revolutions without using an actuator for adjustment of an inlet amount of air and the like.
