PURPOSE:To surely circulate a message through a fixed route by guaranteeing the arrival and reading of the message and, at the same time, to monitor the circulated state of the message by forcibly requesting replies. CONSTITUTION:A transmission supporting means 12 receives a transmitting original, recipient list, and designated time from a transmitter 11. The recipient list is accumulated in an address list data base 16. After the transmitting original is accumulated in an original data base 17, the original is sent to the first recipient on the list accumulated in the data base 16. When a comment is received from the recipient, the comment is accumulated in a comment data base 18 and the transmitting original is sent to the second recipient on the list accumulated in the data base 16 after the original and accumulated previous comments are fetched from the data base 18. After sending the original to the second recipient, the original and comment are deleted from the data bases. In addition, whenever the original is sent, replies are forcibly requested. When no reply is received from a recipient within the designated time, it is recorded in the comment data base and the original is transmitted to the next recipient.
