The appts. (44) has an applicator (48) extending from a housing and delivering by capillary action. Connected to the applicator is a reservoir for fluid, and in the vicinity of the applicator is a venting channel. The refill device (10) is tubular, and formed with a throat section (88), and for sealing and closure of the device a closure element fits releasably on the throat section. The throat section and the closure element both have matching threaded sections, the closure element being formed as a sealing plug or as a closure foil. The throat section on the inside widens from its open end in the direction of the refill device (10). USE - For refilling writing, painting or drawing instruments, and also cosmetic applicators.
