PURPOSE:To edit a data of a video signal subjected to high efficient coding together with arithmetic processing by recording a basic data representing basic configuration of a video signal and an additional data representing detailed information to a separate area respectively on a recording medium, applying prescribed arithmetic operation to each data at the edition and writing the result onto the recording medium. CONSTITUTION:A data separation circuit 4 separates a signal into a basic data comprising a minimum value for each block and a dynamic range and an additional data comprising a quantized data of requantization in each picture element and a bit number allocated to each coding block and outputs them. Then the basic data is inputted to a time division multiplex circuit 7 via an input data arithmetic circuit 5 and a switch 6. The input data arithmetic circuit 5 is 'through' at the normal recording and applies prescribed arithmetic operation when the input signal is operated at the edition. The time division multiplex circuit 7 applies time division multiplex to the basic data, the additional data and a signal in the non-recording state and the result is recorded on a recording medium via a recording head 8. Thus, the edition including the arithmetic operation with respect to the data of the video signal is implemented.
