PURPOSE:To enable frequency for turning on or off a capacitor for improving power factor to be reduced by compensating for a power factor target value corresponding to a change in consumption pattern in a day at a water purifying plant previously. CONSTITUTION:First, in a step S1, it is judged whether a power factor setting range is compensated for or not. Namely, in a consumption pattern of a water purifying plant, compensated upper and lower limit power factor target values costhetaU and costhetaL are obtained. Then, a power factor costheta at a receiving end is measured, it is judged (S3) whether the value is within compensated power factor target values costhetaU and costhetaL, no new ON/OFF operations are performed if they are within the range and a capacitor target closing capacity for bringing the power factor target value after compensation closer to the upper and lower limit range is obtained (S4) if they are not within the range, and further the capacitor closing and breaking are performed to obtain an optimum closing pattern by steps S5, S6, and S7 which are similar to a conventional method. |
