PURPOSE:To correct a picture blur in horizontal and vertical directions without deteriorating the horizontal resolution of a reproduced picture and the photosensitivity of an image pickup element regardless of a video signal form of the image pickup device by detecting a blur in the vertical direction to an overscan part and controlling a read timing of a read means in response to the detected blur in the vertical direction. CONSTITUTION:Even when the above is applied to an image pickup element device leading out either of an NTSC system or a PAL system video signal, an overscan part of an image pickup element is used for a blur correction part. That is, picture elements leading out a video signal of a picture not displayed in a frame of a monitor screen in a light receiving face of the image pickup element are arranged to the overscan part of the CCD image pickup element 5. Since the overscan part is used as the blur correction part, even when the picture blur correction system is applied to the PAL system image pickup device or the NTSC system image pickup device, the respective image pickup element is used. Thus, the picture blur is corrected without deteriorating the photosensitivity of each picture element of the image pickup element. |
