PURPOSE:To realize smooth movement to a moving picture when a multi-screen is multiplexed with less de-framing by discriminating moving/still picture to a multi-screen picture input and increasing a rate of selecting picture input discriminated to be a moving picture. CONSTITUTION:This device is provided with information counters 23, 24 counting information quantities 5, 6 of plural picture signals 1, 2 moving still picture discrimination circuits 25, 26 discriminating whether a concerned picture is a moving picture or a still picture based on the information quantities 5, 6 and generating moving still picture discrimination signals 7, 8, a selection signal generating circuit 27 to share a frame rate to select a picture signal representing the signals 7, 8 to be a still picture or a moving picture to a prescribed rate and to generate a selection signal 9, and a selection circuit 35 to select one picture signal from plural picture signals 1, 2. Then the moving/still picture of the picture input of multi-screen is discriminated and the selected ratio of the picture input discriminated to be the moving picture is increased. Thus, smooth movement is realized with respect to a rapidly moving picture input. |
