PURPOSE:To surely prevent the interposition of an opening fiber between webs transferred onto pasteboard by sucking and eliminating only the opening fiber placed between adjacent pockets on the peripheral surface of a first rotating body by a second rotating body for coming into roll-contact with a first rotating body. CONSTITUTION:From a hood 16 of a fiber supply unit 4, an opening fiber is supplied to the peripheral surface of a first rotating body which is rotating. In this case, the case when an unnecessary opening fiber is placed on or allowed to adhere to an inter- pocket part 21 on the peripheral surface of a first rotating body 5 is generated. The fiber supplied to a first rotating body 3 is sucked to a pocket 2 by a first suction port part 18 of a first suction unit for sucking it from the inside of a first rotating body 3. Subsequently, a second rotating body 8 for coming into roll-contact with a first rotating body 3 sucks an unnecessary fiber existing in the inter-pocket part 21 of a first rotating body 3 through a suction opening 9 of a second rotating body 8 by a second suction unit 11 placed in the inside of a second rotating body 8 in a roll-contact position. Next, the pocket 2 in which the fiber is contained transfers the fiber contained in the pocket 2 of a first rotating body 3 to pasteboard 6 in the lower transfer position by a rotation of a first rotating body 3.
