The circuit protects semiconductor devices from the overvoltage or the static electricity applied to I/O terminals and a power terminal of the device. The circuit comprises an input terminal protecting circuit between an input terminal (IN) and an inner circuit (4) for discharging the over voltage and the static electricity, an output terminal protecting circuit between an output terminal (OUT) and the inner circuit (4), and a power terminal protecting circuit between a power terminal (Vcc) and a ground terminal (GND) of the inner circuit (4) for discharging the overvoltage and the static electricity.
