PURPOSE:To prevent the interference with other radio zone, in the case a mobile station detects a fact that a radio zone is unaccessible, and to lower the ratio of the mobile station which cannot execute an access by informing an access allowable reception level difference to the mobile station. CONSTITUTION:When notice information of a radio zone in use and the other radio zone is unaccessible in its own zone, a mobile station measures a receiving level difference, and is shifted to the other radio zone, in the case of exceeding an access allowable level difference designated by the notice information. Accordingly, when a reception level difference between reception level differences 9 and 10 is informed as an access allowable reception level difference of notice information from a base station 3, only a mobile station 6 of a radio zone 1 shifts to a radio zone 2, and a mobile station 5 remains in the radio zone 1. In such a manner, by shifting the mobile station in the peripheral part being distant from the base station of the radio zone to the other radio zone, relief is attained at the time of fault of a system, and on the other hand, an interference with the other radio zone can be reduced.
