PURPOSE:To reduce the control load of a base station or a mobile station and to suppress the degradation of speaking quality to its minimum by selecting one of base stations to be switched satisfying a prescribed channel switching condition between each base station and the mobile station in accordance with priority and switching a speaking channel to the selected base station. CONSTITUTION:Two stages of priority order are allocated to peripheral base stations to be set up in a peripheral base station zone table for each base station. For instance, base stations [0,2] to [0,7] adjacent to a base station [0,1] are set up as a 1st rank and base stations [1,6], [1,5], etc., adjacent to the 1st rank are set up as a 2nd rank. A mobile communication control station allows respective base stations in the 1st rank to measure the reception level of a radio wave transmitted from the mobile station concerned, decides whether each informed level information satisfies the prescribed channel switching condition or not, and when the base station satisfying the condition is present thereon, switches the speaking channel to the base station as a base station to be switched. Consequently, the base station to be switched can be selected as the minimum restriction load and the degradation of speaking quality due to level deterioration can be minimized.
