PURPOSE:To prevent unnecessary correction of solar radiation at the time of warming-up in the winter season by restricting the influence on control of the amount of solar radiation when the solar radiation in the winter season while the altitude of the sun is low, enters the room at the time of starting a vehicle. CONSTITUTION:A temperature setting means A for setting a target temperature in the room, a room temperature detecting means B, an outside air temperature detecting means C, and a solar radiation amount detecting means D for detecting the amount of solar radiation entering the room are provided, and output signals from these means are inputted to a control means E. The control means E determines the temperature deviation of a set target temperature from a detected room temperature to control voltage applied to a blower driving means F using the temperature deviation, a detected outside air temperature, a detected amount of solar radiation as input information. That is, when the outside air temperature is lower than a specified temperature, and a state where the temperature deviation is larger than a specific negative deviation toward negative side is detected, the influence on control of solar radiation is restricted to control the applied voltage.
